Car keeps on parking on the yellow lane, blocking traffic on a daily basis. Owner stays at no 12 Enfield Avenue, Athlone Owner was spoken to but refuses to adhere to request.

The bakkie was at the traffic lights at Old Mutual in Jan Smuts Drive facing Welwyn Ave, with 2 or 3 planks sticking about a metre out the back. Some red cloth was tied *around* the planks which did not help with visibility at all.
