Illegal Parking Upper Leeuwen Street

The vehicle is parked halfway across my driveway. It makes pulling in and out of the driveway very difficult with 2 cars parked inside the garage. No consideration is given for parking in front of a driveway.

Driving instructors who have set out poles to teach their students. However, they are obstructing the only way in (with their cars and the poles) - causing people to have to drive down the wrong direction of the other one way.

is this by any chance legal? they are not supposed to be parking here . they have a circle where they can turn around but they turn around on our work driveway and I dont trust any of them because here is a lot of company cars
